Remote Server Administration Tools (RSAT) enables IT administrators to remotely manage roles and features in Windows Server 2019, Windows Server 2016, Windows Server 2012 R2, Windows Server 2012, Windows Server 2008, and Windows Server 2008 R2 from a computer that is running Windows 10, Windows 8.1, Windows 8, Windows 7, or Windows Vista.
You cannot install RSAT on computers that are running Home or Standard editions of Windows. You can install RSAT only on Professional or Enterprise editions of the Windows client operating system. Unless the download page specifically states that RSAT applies to a beta, preview, or other pre-release versions of Windows, you must be running a full (RTM) release of the Windows operating system to install and use RSAT. Although some users have found ways of manually cracking or hacking the RSAT MSU to install RSAT on unsupported releases or editions of Windows, this is a violation of the Windows end-user license agreement.
To install specific RSAT tools on Windows 10 October 2018 Update or later
For each Windows 10 Upgrade, you must re-install RSAT with equivalent version of Windows 10. Starting with Windows 10 October 2018 Update, RSAT is included as a set of “Features on Demand” right from Windows 10. Do not download an RSAT package from this page. Instead, just go to “Manage optional features” in Settings and click “Add a feature” to see the list of available RSAT tools. Select and install the specific RSAT tools you need. To see the installation progress, click the Back button to view status on the “Manage optional features” page.

You also can install other feature at the same time.
Note: This requires your computer can access Microsoft Windows Update.
An alternate way to add a feature without Microsoft Windows Update
You can use Windows 10 Professional Features on Demand, get it from VLSC with valid Windows License.
Mount the ISO image to the computer wishes installs feature.
Open Powershell and running the command below to get all the Optional Features.
PS> DISM /Online /Get-Capabilities
For example, I will install the DNS feature, the Capability name of DNS is Rsat.Dns.Tools~~~~0.0.1.0 , do the command below to install feature.
Dism /Online /Add-Capability /CapabilityName:Rsat.Dns.Tools~~~~0.0.1.0 /Source:E:\ /LimitAccess
/CapabilityName: Feature name.
/Source: your ISO image
/LimitAccess: Tells DISM to not check Windows Update or Windows Server Update Services for the capability source files.
